Sets deadlines and establishes tax credit for cesspool conversion, upgrades, or connections
Prohibits a person under the age of fifteen from operating a class 3 electric bicycle. Prohibits a person sixteen years of age or older from operating a class 3 electric bicycle unless the person satisfies certain requirements.
Increases the minimum age to operate a low-speed electric bicycle from fifteen to sixteen years of age.
Establishes additional regulations for the registration and use of electric bicycles.
Requires installation and maintenance of automated external defibrillators (AEDs) in all state buildings, including all public schools
Requires all schools in the State to establish a program for high school students to provide instruction in CPR

Authorizes a county to reduce the number of housing units that may be built within any portion of the county only if the county increases the number of housing units that may be built elsewhere in the county, such that there is no net loss in residential capacity
Prohibits the State from leasing public lands to or extending the lease of the US Department of Defense or any branch of the US military if the department or branch is noncompliant with any environmental order, consent decree, or memoranda of agreement, or any law, rule, or order on a matter affecting residents' health and safety. Requires DLNR to request that the military agree to remediation of existing leased lands prior to the end of the lease term
Prohibits the Department of Land and Natural Resources from approving any land disposition to the United States military that allows for or facilitates any military training activities on the subject lands. Requires that any lease or lease extension between the State and the US Department of Defense or branches of the US military include certain provisions, including an acknowledgement that the State retains authority over all environmental matters within its jurisdiction
Prohibits lodging establishments from providing personal care products in small plastic containers within sleeping room accommodations, any space within sleeping room accommodations, or bathrooms used by the public or guests
Establishes a Desalination Planning Task Force to examine the feasibility of, and develop a plan and timeline for, the use desalination as a source of potable water in the State
Expands the duties and powers of the Department of Health that relate to water quality and water quality testing to ensure the safety and health of Hawaiʻi's residents
Prohibits the use of potable water to irrigate golf courses subject to certain exceptions. Defines potable water.
